If the people are POWERFUL, then they cannot be threatened, and threats are the means whereby governments coerce obedience.
If they are SMART and WELL-INFORMED, then they will not believe the lies that governments feed them.
If they are WEALTHY, then they cannot be bought cheaply, and one way that governments maintain support is to buy the people cheaply.
People do not need governments at all.
